Privacy is not a crime
In most countries using privacy tools is lawful in itself; what is prosecuted is the underlying activity, such as laundering criminal proceeds or evading sanctions. Some jurisdictions nevertheless regulate mixing services as money transmitters or restrict specific sanctioned operators.
Exchanges apply their own policy
Regulated venues run chain-analysis screening and may freeze or question deposits that arrive directly from a known mixing pattern. That is a commercial policy rather than a legal verdict, but it is a real, practical cost of mixing you should plan around.
